THE PROGRAM
Pennsylvania Regional Center
The Commonwealth of Pennsylvania Department of Community and Economic Development (DCED), the official the economic development agency of Pennsylvania, and CanAm Enterprises, LLC, prepared and submitted an application to have 23 counties in western Pennsylvania designated as a regional center under the U.S. immigrant investor program. On April 13, 2007, the regional center was formally designated by the United States Citizenship and Immigration Services (USCIS) to participate in the Immigrant Investor Pilot Program under Section 203(b)(5) of the Immigration and Nationality Act.

Advantages of the Pennsylvania Regional Center
A potential immigrant investor seeking an EB5 investor visa has certain advantages by applying through a regional center such as the Pennsylvania Regional Center. For instance, if an immigrant investor were to apply for an EB5 investor visa independently, he or she would likely have to invest a minimum of US$1,000,000; however, if he or she applies through the Pennsylvania Regional Center, the minimum investment is only US$500,000 because the investment would be located in an approved target employment area. Moreover, the Pennsylvania Regional Center pools multiple investors together in one project, which means the project itself will be larger and financially more stable than one individual investing in a project alone. The Pennsylvania Regional Center currently has more than 120 investors participating in its first limited partnership, all of which have submitted their petitions for the temporary green card (I-526). The limited partnerships will vary in size, from those with only 4 investors to those with over 100 investors. All Pennsylvania Regional Center projects will be located in the western portion of the Commonwealth of Pennsylvania and range across a number of industry sectors, including film, manufacturing companies, professional firms, restaurants, hospitals, universities, and major real estate developments, among others.
During the lifetime of the investment, the Pennsylvania Regional Center remains in communication with each immigrant investor. All investors in the Pennsylvania Regional Center receive periodic reports regarding the status of the investment, job creation data based on reports from DCED, the Pennsylvania economy, and other relevant project information.
